Dr Henry Onoria is our consultant. He holds a Bachelor of Laws (LLB) degree with honours of Makerere University (1992) and Master of Laws (LLM) and Doctor of Philosophy (PhD) degrees of Cambridge University (1993, 1997). He also holds a Diploma in Legal Practice (Dip LP) from Law Development Centre (1993) and has admitted to the bar as an advocate in Uganda since 1998.
Dr. Onoria has been employed as Legal Education Advisor with the International Development Law Organisation (IDLO) at the South Sudan Field Program Office since October 2011. He is the focal person for the implementation of IDLO support to the College of Law, University of Juba and is involved in teaching (with junior lecturers) a number of courses.
Previously, from 1998-2011, he taught law at Makerere University, in particular public law courses (including constitutional law, human rights and international law). He has over 15 published articles in referred academic journals and books.
He has served as consultant on various aspects of human rights and constitutionalism and is presently a member of the Audit Committee on Public Administration, Ministry of Finance, Planning & Economic Development, Government of Uganda (since 2008) and was Commissioner in charge of Criminal Justice Reform with the Uganda Law Reform Commission (2011-2014).
Dr. Onoria serves as the Chairperson of the Makerere University Staff Appeals Tribunal.
