Introduction
On the 15th July 2024, the President of the Republic of Uganda, H.E Yoweri Kaguta Museveni assented to the Non-Governmental Organisations (Amendment) Bill, 2024, making it law. The Non-Governmental Organisations (Amendment) Act, 2024 introduces significant changes in the NGO Sector as outlined in this brief.
The Amendment now mainstreams the NGO Bureau as a government department within the Ministry of Internal Affairs. The NGO Bureau has been a semi-autonomous body under the Ministry of Internal Affairs, established under the NGO Act, 2016, with the mandate to register, regulate, coordinate, inspect, monitor, and oversee all NGO operations in the country.
